This is from a classic Mack Sennet Feature:

In this clip three children seem to try to wallpaper a room but failing, they get caught by a man who puts all three (two girls, one boy) otk and gives them short spankings, but when it comes two spankee number three(which is girl two) and he pulls her skirt back, he is confronted with a bare bottom, which stops him from proceeding.

    And you are right again. Due to your information and link, we now have also the title and director (took a little research) AND I was able to download the better quality version from ghetty images. I will have to make a completely new post.
