This obscure czech tv - movie, based on a novel by Vincent Sikula, contains not less than four scenes, in which little Zuzanka is spanked/beaten by her mother.

In this first scene she is spanked in the yard with a broom, while other kids watch (at least until the mother closes them out).

NOTE: Vincent Sikula also wrote a novel, that seems to have been filmed, whose title would mean in translation "My father spanks me no matter what"(film or novel from 1980). No further information could be found yet.
