No further Information availeable yet on this clip, which is most probably from an asian TV show.

A girl has been bratty to her mother and then locked herself in. When she gets out after awhile, her father is awaiting her  and gives her a lengthy caning in the living room.

This clip was found on youtube, originally uploaded under the title "mom and girl" by a person called mszwelling. All credit goes to him/her.
